Election Updates

We have 2 new board members: Tim Boening and Mary Morak.

Tim will serve a 3-year term and Mary will serve a 2-year term. I

Unfortunately, Jenn McKee resigned as a Board member this past weekend, due to the demands of her career. Mary will be serving the remaining 2 years of her term.

We appreciate all of the hard work, dedication, and time from Guy Argent and Jenn McKee.

Questions/Indenture

  • Received 160 votes in total.Indenture vote - did not pass, still almost 200 short
  • Pool, Shade Sails, Holiday decorations - not enough excitement
  • Enhancing the main entrance - majority yes

Board will review all of the responses and "fun" comments left on the ballots that were handed in.

Article IX Section 8. Animals:

Due to a new State Law – SB 985 (https://www.senate.mo.gov/24info/pdf-bill/intro/SB985.pdf), which goes into effect on August 28, 2024, your board has made an emergency amendment to Carlton
Glen Estates indentures. As expressed in Section A. Section 424.404 5. (2) A homeowners’ association may adopt reasonable rules, subject to applicable statutes or ordinances, regarding the ownership or pasturing of chickens, including a prohibition or restriction on ownership or pasturing of roosters.

 

Section 8. Animals will be broken into 2 sub-sections.

(i). Animals. No animals, reptiles, birds, horses, rabbits, fowl, cattle or livestock of any kind, except poultry when and where ONLY applicable by state or local laws(see sub-section ii), shall be brought onto or kept in the Subdivision, except that no more no more than two dogs and/or cats, or other household pets (except house pets with vicious propensities) may be kept or maintained on any Lot, provided that such pets are not kept for any commercial purpose provided that such pets are at all times (except when enclosed by an in-ground electric fence) leashed and no “run” or other outside structures are erected or installed therefor. The keeping of any pet which is or becomes a nuisance (as determined by the Trustees in their sole judgment) or annoyance to the neighborhood is prohibited.

(ii). Poultry. In accordance with Missouri State Law SB 985 and Wentzville Missouri Ordinance Title 2. Chapter 205, Article I Sec 205.045 the keeping of chickens, Carlton Glen Estates has adopted the restrictions placed by the Wentzville ordinance, with the following requirements:
A. Perimeter Fencing
i. All properties that keep chickens must have a fence to applicable neighborhood specifications as outlined in Article IX Section 18 along with an architectural approval from the Architectural Control Committee.
B. Property Size and Maximum Number of Chickens
i. Property size must be at least 2/10ths of an acre, which is 8,712 sq feet as registered with the St Charles County Assessor’s Office.
ii. Maximum number of 6 chickens.
C. Prohibition of Roosters
i. Roosters are strictly prohibited.
D. Enclosure Requirements
i. Chickens must be confined in an enclosure by a secure fence (as defined in Wentzville Ordinance 205.020) to prevent their escape.
ii. The fence must be constructed of wire mesh, wire grid, or chicken wire, or any permissive fence material allowed under local ordinances.
iii. The fence must be six feet in height or less.
iv. The enclosed area must provide a minimum of ten square feet per hen.
v. The total enclosed area shall not exceed 200 square feet.
vi. The enclosure must be set back at least ten feet from any property line and at least 25 feet from a neighboring residence.
vii. The enclosure must be located entirely in the rear yard of the residential lot.
viii. Chickens are not permitted to run free even within a fenced rear yard.
E. Chicken Coop Requirements
i. The color of the chicken coop will be limited to white, grey, black, brown, or tan.
ii. Chicken coop design must be submitted via an architectural request form and approved by the Committee prior to installation.
iii. The chicken coop must be located within or adjacent to the fenced confinement area.
iv. Only one chicken coop is permitted on any lot.
v. The coop must have a roof constructed of standard building material, excluding tarpaulin.
vi. The walls must be constructed of wood or metal, with windows or screens, and must not exceed eight feet in height.
vii. The coop must be set back at least ten feet from any property line and at least 25 feet from a neighboring residence.
viii. The coop must be located entirely in the rear yard of the residence.
ix. The coop must provide a minimum of four-square feet per chicken but not exceed 100 square feet in total size.
F. Sanitation
i. Both the fenced enclosure and coop must be maintained to prevent threats to public health, safety, and welfare or to cause public nuisances.
ii. No material from the enclosure or coop shall run off onto adjoining properties.
iii. Manure or waste must be collected and properly removed from the premises or tilled into the soil regularly to prevent offensive smells or conditions conducive to diseases.
iv. Food for the chickens must be stored in a sanitary, leak-proof container that cannot be contaminated by rodents or insects.
G. Prohibited Activities
i. Slaughtering, incubation, or commercial resale of chickens on residential properties is prohibited.

Finances

Unfortunately, we are going to be navigating a situation soon where we may have to increase annual dues. This will be discussed in the October 2024 Board Meeting. We have listed out a few bullet points below that are directly related to this potential increase:

• Aging pool equipment
• Aging playground equipment
• Maintenance of Area / Landscaping – trees, shrubs, alleys
• Rising contract costs of our partners
• Pond maintenance

Carlton Glen Estates Pool 2024 Season

Our neighborhood pool is scheduled to re-open this Saturday, May 24th.

We will have 2 shifts of pool attendants each day and more when needed.

Pool will be closed at the discretion of the HOA Board for bad weather and/or maintenance.

!! IMPORTANT CHANGES & ANNOUNCEMENTS !!

The Pool will be closed every Monday until noon for maintenance. If Monday falls on a holiday, then the Pool will be closed on Tuesday until noon.

IF you have NOT paid your Annual Dues, your pool card will be de-activated until your balance is paid in full.

WE DO NOT HAVE LIFEGUARDS - EVERYONE SWIMS AT THEIR OWN RISK. NON-SWIMMERS AND CHILDREN MUST BE MONITORED.


We ask that everyone follow these guidelines to ensure a fun and safe environment for everyone.
1. Pool is open during daylight hours except noted above. Evening events can be booked through the HOA Board.
2. Pool is for the enjoyment of the residents; however, guests are allowed within reason when accompanied by a resident.
3. Please follow all requests and directions given by the Pool Attendant Staff. The Staff are all CGE residents, please treat them with respect.
4. No glass bottles, containers, pitchers in the pool deck area.
5. No food or drink in the pool please. Please keep food and drinks by the table and chairs on the perimeter.
6. No running or rough play on the pool deck.
7. Remember the pool is for family enjoyment. Please be mindful of your language and activities so that the area remains FAMILY FRIENDY
8. No climbing or hanging on deep water safety rope.
9. Please take all your belongings with you and properly dispose of your trash. The pool staff and HOA are not responsible for items left at the pool.
10. Please notify the pool staff and or the HOA Board of any unsafe or unsanitary conditions.

After careful consideration of the upcoming year’s expenses by your board members, we are pleased to announce that there will be no increase in the annual assessment fee for 2025. Your invoice is enclosed with a copy of the 2025 budget. To ensure proper and timely credit, please review the important information listed below:

Annual assessments are due March 15th and considered delinquent if received after April 15th. Late payments will be assessed as late notice administrative charges, along with interest as permitted by your governing documents.  

Payments by mail should be sent at least 7 days prior to your delinquent date. To avoid late charges, payment must be received and processed by your Association’s bank
prior to the delinquent date. Missing account information will cause processing delays.

Make your check payable to your Association and include the remittance portion of your invoice in the envelope. Mail your payment to the Association's Bank lockbox:

HOA Board Vote Results

 

We are pleased to welcome our Two New HOA Board Members, Tim Boening and Mary Morak. This year we had our largest participation in voting with over 160 votes. We would like to thank all of our candidates who ran for the Board and also to thank Guy Argent for
his dedication and service to our community these past few years.

 

Due to the high demand of work and personal obligations, Jenn McKee, has decided to resign from her board position. As noted above, Mary Morak will complete Jenn’s remaining 2-year
term.

 

Ballot Voting Responses:

As noticed on the ballot, additional questions were added to provide the Board with feedback on our performance and some changes that we could make to better serve you. The responses are provided below and will be posted on the website along with thoughts from the Board on proceeding with any of the below.

Indenture Proposal: Proposed Indenture Amendment (limiting % of rental properties to 7.5%):

Yes = 125; No = 31. Didn’t receive enough votes to pass the indenture (Need 179 more). Currently reviewing whether this can be left open to vote.

Question 1:

Should the Board add a 20-foot shade sail umbrella to the pool deck in 2025?

Question 2: Should
the Board modify the existing pool, removing the baby pool, and modifying
the existing pool for a beach walk-in style entry?

Question 3: Would you be comfortable with the Board increasing dues in 2026? Dues increases would align with the Consumer Price Index from the previous year.

Should the Board put more focus on holiday lights and other national holiday festivities along the parkway?

Should the Board look into enhancing the main entrance off of Highway Z around the signage? This could be lights, new plants, and more...?

Hello everyone,  

I would like to thank you for your vote, and I look forward to serving on the Carlton Glen HOA Board and to serve this wonderful community.  My primary goal is to foster a strong sense of community and ensure that Carlton Glen Estates remains a safe, welcoming, and vibrant place to live. I am committed to enhancing our community amenities, maintaining financial stability, and improving communication between the board and residents. I believe in transparency and inclusivity, ensuring that every resident’s voice is heard and valued.  I would also like to make it a point to help keep our neighborhood values up so that we may all benefit and take pride in our wonderful community.  I look forward to the next 3 years to serve this amazing community.

I am excited to be able to serve on the Carlton Glen HOA Board. Tim expressed my thoughts and goals perfectly. Transparency, communication and financial stability are key factors. I believe we can work well together to keep our neighborhood flourishing. It is vital to our subdivision that we have more participation and input so that we can meet the needs of all homeowners. One of my goals will be to work within our budget and not increase dues. That may mean needing homeowners to step up to help in cutting our costs. My head is full of ideas to tap into the many skills and talents of neighbors to work together to bring our community closer together. Thank you for your support.

Pool:

The pool will open on or around Saturday, May 24, 2025 with the
following hours:

  • Mondays: Noon to 8:30 pm
  • Tuesday – Sunday: 6:00 am
    until 8:30 pm

 Note:

  • If Monday falls on a holiday, the pool will be open 6:00 am to 8:30 pm with Tuesday being closed until noon.
  • Replacement cards will be $10/card and you can contact Chad Duchnowski or carltonglenhoa@gmail.com for replacement cards.

Trash Can Storage:

Trash cans may be set out after sundown on the day before trash pick-up day and should be stored by sundown and/or after pickup occurs on trash day. Trash cans will need to be stored out of sight, within the improvements on each lot. See enclosure guidelines below and complete an architectural request.

Recreational Vehicles & Boats:

Aside from a temporary Board-approved timeframe, no trailers, campers, boats, or
other recreational vehicles are permitted to be parked or stored on any Lot unless stored inside an enclosed garage. Please reach out to the Board at carltonglenhoa@gmail.com to inform of loading, unloading, and cleaning of recreational items.

Temporary Structures:

No structure of a temporary character, trailer, tent, shack, garage, metal, wooden or plastic shed, barn or other building shall be installed, constructed or maintained on any Lot at any time.

DNI Property Management

DNI is no longer our property management company, as of November 1, 2022. DNI's role in our community has been reduced to Accounting, Tax, & Legal. The current Board has been extremely active in the community. DNI could not justify the larger sum for their services; due to the role our HOA Board has played over the past year.

Community Updates & Reminders

Trash Can Storage

Trash cans may be set out after sundown on the day before trash pick-up day and should be stored by sundown and/or after pickup occurs on trash day. On all other days, trash cans should be stored out of sight, within the improvements on each Lot. Please see trash enclosure recommendations below and contact DNI for an architectural request form.  

IMPORTANT:Any modification to the exterior of a residence must be approved by the Board prior to construction (i.e. fence, deck, satellite dish, extensive landscaping, retaining walls, etc.).

Fire Pits

After safely cooling, please store fire pits inside or out of sight in the rear of your residence, where it is not visible from the street.

Recreational Vehicles & Boats

Aside from a temporary Board-approved timeframe, no trailers, campers, boats, or other recreational vehicles are permitted to be parked or stored on any Lot unless stored inside an enclosed garage or other Board-approved enclosure.

Pool Rules & Regulations

The following rules and regulations are for the protection and the benefit of family members and guests of the Carlton Glen Homeowners Association. Parents are requested to discuss the rules and regulations of Carlton Glen Pool with their children and guests. All members and guests are expected to observe all rules. Management is enforcing rules set forth by the Trustees.

Pool Admittance

• Children - as required by the aquatic & Recreational Facilities code for St. Charles County youths under the age of 18 must be accompanied at all times by a responsible adult age 18 or older. All parents or guardians must be within arm's reach of non swimmers.

• ADULT SUPERVISION as required by the Aquatic & Recreational Facilities code for St. Charles County, a ratio of 2 swimming adults to every 5 children must be met for all groups with children of ages 2-4. For groups with children ages 5-12, the ratio must be one swimming adult for every 8 children.

• A resident of Carlton Glen must accompany guests.

•Limit of two (2) guests per member unless special authorization from management.

• Guests are expected to leave when the member leaves.

•Anyone caught vandalizing the pool will be prosecuted to the fullest extent of the law.

General Rules

• NO glass allowed on pool premises.

• NO Smoking within fenced in pool area.

• NO alcohol allowed on pool premises.

• NO running, pushing or horseplay in pool area.

• NO tag, excessive dunking or horseplay. 6. Individual size float rings in shallow end only.

• NO diving.

• NO playing or hanging onto the safety rope, steps, ladder or pool toys.

• NO littering or damage to property permitted.

• Swim apparel only, no shorts or cutoffs.

• Individual size float rings in shallow end only.

• Swim diapers are required by all persons that normally require diapers. Non-swim diapers are prohibited.

Health Department Rules

• Anyone using the pool MUST shower before entering the pool.

• Anyone with open sores or infectious diseases will not be allowed in the pool.

• NO dogs or other pets will be permitted in the pool area.

• Swimming at night without proper lighting (or when facility is closed) is not allowed.

• The pool may be closed for maintenance purposes, health conditions, weather, or any other reason deemed sufficient by management and/or trustees.

• All rules are subject to change without prior notice.

Courtesy Rules

• Profanity and/or vulgar remarks will not be allowed.

• Dispose of all trash & debris before leaving pool area.

• No promiscuous activity on pool premises.

FAILURE TO COMPLY WITH THE ABOVE STATED RULES SHALL BE CONSIDERED SUFFICIENT CAUSE FOR THE SUSPENSION OF POOL PRIVELIGES FOR A PERIOD OF 1 TO 7 DAYS BY ORDER OF THE MANAGEMENT COMPANY, SERIOUS INFRACTIONS CAN LEAD TO THE CANCELLATION FOR THE SEASON BY THE TRUSTEES UPON THE RECOMMENDATION OF THE MANAGEMENT COMPANY.
